Sir:-
In continuation of my deapatch No.132 of the 6th ing-
tant I have the honour to transmit herewith translation of
a "emorandum which has been privately communicated to me
by Colonel Freire d'Andrade on the subject of the opium
traffic at Macao. This Memorandum admits "defe tive ɛd-
ministrative action" at "ecko, and proposes reforms which
would include a reduction of the quantity imported to 840
chests and still further in order to approxiaste to the
amount imported into Hong Yong, but asks whether the limit
in the Hong Kong contract can he or has been exceeded, as the Fortugues Colonial Office
thes are led té baliere in possible under clause II.
